Google has a strong map solution. Unknown to most outside IE & IT jobs, it also has OR-Tools, with a good subset of tools for routing. Now, it has mixed these two (I guess) and has come out with Last Mile Fleet Solution on its Maps platform. Apart from driver assist and shipment tracking capabilities (easy and easy), it offers Route Optimization.
This last one is a tough nut. Initial glance at the documentation reads some suspicious terminology such as:

Last Mile Fleet Solution does not directly address the task assignment problem. Instead, it can take the route plan from any current solution you use.

If you’ve developed your own route solver, then you can use the Routes Preferred ComputeRouteMatrix to obtain the travel times required to perform the optimization
Wont judge on this though. Route optimization (and worse- route planning automation) is highly nuanced, extremly dynamic and case specific. If and when opportunity presents, I will review this product in some detail
